          To ensure the health of his constituents, Chairman John Guidotong has been strictly implementing the Clean Up Drive project and encouraging the participation of the members of Barangay 314, Zone 31 of Manila. The project aims to maintain cleanliness around the area to prevent possible outbreak of diseases especially during rainy season.

          Guidotong also mandated his baranggay tanods to strictly monitor and implement the city ordinances regarding peace and order in the community. The tanods are tasked to secure the baranggay and conduct patrols which begin every seven in the evening. Since its implementation, Guidotong noted an almost zero violence or breach in peace and order.

         Guidotong himself leads the roving barangay official teams in going about the nightly patrol.

         Like most of the barangays in Manila, Barangay 314 has been maintaining a day care center which services an average of 40 kids.

           On the other hand, Chairman Ernesto Sy of Barangay 313, zone 31 of Manila ordered the declogging of canals and esteros surrounding his constituents. He said that dengue-carrying mosquitoes thrive in these places.

          Sy also launched the street lightning project which cost P.4 M.  According to Kagawad Alex Andaya the project would deter criminal elements to ply their notorious activities under cover of darkness.

           Sy has also systemized the Baranggay Patrol Program. A team is assigned everyday and is tasked to roam around the area using the barangay vehicle. The team is enforcing a curfew whereby no minors in their baranggay wander around by ten in the evening. They are also  monitoring suspicious character roaming in the area.

       Kagawad Bonifacio  Ramirez said that it’s their respon-sibility and duty to maintain the safety and security of the students of Arellano. He also said that trouble makers among the student ranks are reported to the school.

        For its part, the Sangguniang Kabataan (SK) of the two barangays are actively involved in programs geared to the youth of the community. They help organize sports events or leagues like volleyball league twice every month. The league aims at enhancing the potential sports skills of the youth.

       Apart from sports concern, the SKs has laucched the No Smoking Campaign for the youth in their community.

The barangay hall also has a classroom for a Day Care Center  for pre- school kids.

         Jeciel  Amador, the Chronicler’s editor-in-chief, joined 60 other student writers from the National Capital Region (NCR) in commending the efforts of the Philippine National Police (PNP) through its Directorate for Police Community Relations to forge a strong  association with the communities  they bound to serve during the 3rd Summit for High School Writers in line with the 16th Police Community Relations Month Celebration held at the PNP Headquarters in Camp Crame, Quezon City on July 21-22.

      The 3rd Summit for young writers who were mostly editors of school papers aimed to build right communications between the youth and the police in their community.

     Police Senior Superintendent Efren Perez welcomed and introduced the participants while Police Chief Superintendent Benjamin Magalong set the tone of the summit with a message and a challenge to the youth to be active members of their respective community in maintaining peace and order.

      The program included lectures in feature writing by Ms. Jean Palpalatoc; the art of getting good stories by Mr. Lyle Parene, media consultant; and news gathering techniques by Mr. Dave Veridiano, news desk editor of GMA 7.

A feature writing contest on the theme connected to the celebration of the 16th PCR Month: Youth’s Perspective on Police became the side event.

     The highlight of the seminar was on the second day with a two-hour tour around Camp Crame’s historical marker, the Heritage Park, PNP Museum Relics, PIO Press Corps Office.

   Insights about police civic activities in the community were discussed by PSupt. Eric Noble, chief of police of Meycauayan who dealt about the best practices for law enforcers wherein he presented his own campaign on nutrition for the out- of- school youth and the cleaning of the Meycauayan river; PSupt. Ni ño David Rabaya, AC  Plans and Programs Division (PPD) tackled about barangay police and the youth and PSupt Adriatico Del Camat, ICCD – PCRG who shared about the insights on youth and police partnership.

      Responding to the challenge, Jennifer Raiza Macaraeg, Ateneo BS Communication Arts freshman and the winner of the essay writing contest of the first summit, shared her personal experience and the commitment she vowed to keep as a responsible youth.
